Shkodra is a city in northern Albania. It lies between Lake Shkodra and the rivers Kir , Drin and Buna .

Since 4th century BC, city has always been the regional administrative center. Shkodra is traditionally the cultural center of northern Albania.

Lezha  is one of Albania's continuously inhabited cities, with roughly 2,200 years of recorded history.

One of the main strongholds of the Labeatet, the earliest of the fortification walls of Lezhë are of typical Illyrian construction and are dated to the late 4th century BC.
